The mission of the Council is to inform and advise the Office of Vocational Rehabilitation, the State Board of Vocational Rehabilitation, the Legislature, and the Governor on the diverse issues affecting employment of people with disabilities. Fifty percent of the Rehabilitation Council members are either persons with disabilities or have family members who are persons with disabilities.
Every state has a Rehabilitation Council. Many states have a separate Rehabilitation Council for the state agency, which serves persons who are blind or who have visual impairments. Pennsylvania has a combined state agency and a single Rehabilitation Council.
